The EU Work Plan for promoting health-enhancing physical activity and sport: Coming to terms with intersecting inequities

Sine Agergaard and Verena Lenneis

Chapter 24 in Research Handbook on Sport in Europe, 2026, pp 265-271 from Edward Elgar Publishing

Abstract: The EU Work Plan for Sport seeks to promote sport and health-enhancing physical activity for all, but does not pay particular attention to those who have poor access to sport and health-enhancing physical activity such as minority ethnic groups. In this chapter we aim to come to terms with such inequity in access to participation in sport and leisure time physical activity. We begin by providing an overview of current research on ethnic minorities’ (non)participation in sport and physical activity as not only a matter of ethnicity or religion, but of intersecting social categories such as age, socioeconomic status and gender. Following this, we turn to the concept of intersectionality to describe the multiple dimensions involved in promoting equitable access to sport and physical activity. Finally, in the policy recommendations we argue that a focus on intersecting inequities will help approach the goal of the EU Work Plan for Sport.
