The United States, China, and global AI governance

Abstract: In recent years, competition over artificial intelligence (AI) development between major powers such as China and the United States has attracted significant international attention from government leaders, researchers, and global observers. Scholarship on this topic has primarily focused on the connection between AI development and economic and military power in both states. However, less attention has been given to how China and the US approach AI governance from a comparative perspective, and the prospects for cooperation and conflict between the two states in shaping global governance of AI (GGAI). Thus, this chapter addresses the gap in the literature by comparing the domestic and international AI policies of China and the US, analyzing their potential impact on GGAI, and examining areas where potential cooperation or conflict may arise. The chapter aims to illustrate how China and the US influence GGAI and how they may impact it in the years ahead.
