Buoyant development of industrial clusters in Africa

Abstract:
In Chapter 3, I hypothesized that innovation based on learning technology and management from abroad is critically important for the development of industrial clusters. The purpose of this chapter is to test this hypothesis in Sub-Saharan Africa (SSA). Specifically, we examine the role of learning from Italy in the development of the leather shoe cluster in Ethiopia and from China in the development of the rice milling cluster in Kenya. Then, we show the results of conducting a randomized controlled trial of management training in the metalworking cluster in Ghana and the apparel cluster in Tanzania. Overall, my hypothesis is supported by the case studies, suggesting that currently stagnant industrial clusters in SSA may be able to develop if opportunities to learn from abroad are provided.
