Abstract: Russia's dual approach to sanctions is evident in (1) its opposition to sanctions imposed unilaterally as opposed to multilaterally by the UN Security Council (UNSC) while (2) simultaneously using retaliatory measures against unfriendly states. Russia has used sanctions in the past as a punitive measure – as a member of the Commonwealth of Independent States (CIS), it led the imposition of multilateral sanctions on Abkhazia (Georgia) to pressure separatist groups to partake in peace negotiations. Since Russia's invasion of Crimea in 2014, and the further escalation of attacks on Ukraine in 2022, Russia has been under Western sanctions, against which it retaliated with a host of countersanctions. Despite facing significant economic challenges, Russia has adapted, fostering closer ties with allies like China amid ongoing conflicts and sanctions.
