Abstract:
Switzerland's sanctions policy balances competing interests such as the country's long-standing neutrality, its international role as a mediator and provider of good offices, and its close geographic and economic ties to the EU. By virtue of the Embargo Act, Switzerland's sanctions policy is oriented toward the EU. While neither legally nor politically bound to align itself with EU sanctions, it does so in most cases. Russia's military aggression against Ukraine has incited public and parliamentary debate around this approach. Furthermore, Switzerland has contributed to important changes in UN sanctions, consistently raising its voice around due process and humanitarian issues.
