Abstract:
Trade embargoes differ from most sanctions because of their comprehensive character; they are measures intended to cut all trade relations between the target and the sender. Trade embargoes have been issued as unilateral and multilateral measures. The most well-known cases of trade embargoes are measures issued against Iraq and Cuba, where the former suffered the highest humanitarian toll, and the latter is the longest embargo still in place. The effectiveness of trade embargoes, despite their comprehensive character, is at best mixed, while their humanitarian consequences affect the target populations systematically and negatively. The United States is the most frequent user of trade embargoes, while the European Union abstains from comprehensive measures. India and Saudi Arabia also apply trade embargoes.
