Abstract:
This is a personal account penned by Canada's Ambassador to the United Nations who served as Chair of the Angola Sanctions Committee between 1 January 1999 and August 2000. It outlines the new initiatives to improve sanctions effectiveness that culminated in a final report of the Panel of Experts that had 39 recommendations. The Panel used rigorous rules of evidence naming the most egregious sanctions busters, including sitting heads of government.
