Abstract:
This entry retraces the genesis of the United Nations (UN) sanctions regime in Haiti on two occasions (1993–94 and since 2022), evaluates its effectiveness and reflects on the geopolitical relevance of the case of Haiti in the politics of the Security Council's approach to sanctions. Sanctions on Haiti remind us that sanctions work best when used with other instruments and that changing the behaviour of targets is not the only metric for effectiveness.
