Abstract:
Canada has standing legislation to sanction multilaterally or autonomously. While the minister of foreign affairs is ultimately responsible for sanctions, many other government departments, not to mention Canadians, give them effect. While Canada's sanctions are unlikely to change a target's behavior, Canada continues to apply them as a tool to communicate allyship and prefers to sanction multilaterally or with a coalition of like-minded states. Canada's most important contributions to sanctions have been those of key Canadians who have influenced global thinking on sanctions, such as Margaret Doxey, Robert Fowler and David Malone.
