Chapter 42 in Elgar Encyclopedia of International Sanctions, 2025, pp 146-148 from Edward Elgar Publishing

Abstract: The United Nations (UN) sanctions regime imposed on Sierra Leone between 1997 and 2010, became a model for how targeted sanctions should be designed and implemented in the two decades that followed. Sanctions became an instrument for enforcing democratic governance and transparency norms, not just across government institutions but also in key economic sectors. The expert panels tasked with monitoring, while initially assigned to monitor potential violations, eventually took on the task of assessing progress toward conditions for lifting the sanctions and providing recommendations for helping the targeted countries meet those conditions and allow for the sanctions to be terminated. Their recommendations also contributed to the establishment of mechanisms to ensure that resources would not be exploited to fund conflict.
