Former Yugoslavia

Antonio Bultrini

Chapter 47 in Elgar Encyclopedia of International Sanctions, 2025, pp 161-163 from Edward Elgar Publishing

Abstract: The Yugoslav case corresponds to one of the most far-reaching sanction regimes ever adopted by the United Nations Security Council (UNSC). An initial (and controversial) arms embargo was followed by a set of blanket economic sanctions, which had a heavy impact on the Serbian economy (some argue that this indirectly reinforced the regime). It is also disputed whether sanctions contributed to pushing the Serbian government to negotiate, in a context where resorting to resolute military measures played a key role in the last stages of the war. Important lessons have been learned from this case, which have definitely influenced the evolution towards targeted sanctions.
