Abstract:
China's approach to international sanctions is shaped by its history and strong emphasis on state sovereignty. China, generally, considers international sanctions as an overreach that can harm national security. Since 2020, China has developed countermeasures and anti-sanctions in response to America's “long-arm jurisdiction” and the threats its sanctions pose to China's sovereignty. These initiatives include (i) an unreliable entity list; (ii) blocking rules; and (iii) anti-sanction law. All are designed as defensive tools to safeguard national interests rather than aggressive forms of coercion. Characterized by its performative nature, China's strategy focuses on reinforcing domestic legitimacy and crafting its international image, prioritizing strategic posturing over direct economic retaliation.
