Abstract:
Sanctions evasion and circumvention are challenging aspects of sanctions design, implementation, and enforcement. This entry explores the lack of conceptual clarity while also highlighting the differences between sanctions evasion and circumvention. While these terms are seemingly used interchangeably by scholars and practitioners, there are qualitative differences in both activities, with these differences largely in the nature of the actors involved. This entry discusses how sanctions evasion and circumvention function and how understanding these concepts and developing a more coherent framework can improve the ability of states to implement, monitor, and enforce economic sanctions.
