Abstract:
The concept of coalitions of the willing refers to informal coordination among like-minded states to address global challenges. This model, which emerged after 9/11, favours ad hoc transnational networks over formal institutions and is based on voluntary and non-binding principles. The term ‘coalitions of the willing’ has been used to describe the phenomenon of coordination among like-minded states in the simultaneous imposition of sanctions, often acting outside formal institutional frameworks. These sanctions regimes – sometimes referred to as plurilateral – are characterized by fragmented but goal-aligned national measures, emphasizing not only flexibility and speed, but also risks such as uneven enforcement and lack of proportionality. In some cases, coordination takes place in the context of more structured political initiatives, such as the G7, or through the establishment of ad hoc ‘coalitions’ or ‘partnerships’.
