Abstract:
The proliferation of economic sanctions has raised concerns about overcompliance, a pattern of behaviour in which market participants and other actors exceed legal requirements to comply with sanctions. This entry examines the forms that overcompliance can take and the reasons that drive actors to overcomply with sanctions. It then reviews two salient concerns associated with overcompliance: first, that it may undermine the ability of policymakers to calibrate sanctions; second, that it may exacerbate their humanitarian impact. The legal and policy implications of overcompliance are a matter of increasing debate, and scholarship on this topic is likely to expand in the coming years.
