Sanction threats

Abstract:
Many believe that economic sanctions are seldom effective as an instrument of policy. It has been suggested, however, that while imposed sanctions often fail to bring about desired policy changes, the threat of sanctions often ‘works’. The Threat and Imposition of Economic Sanctions (TIES) data set (2014) was developed to test hypotheses regarding the factors leading to the success of threats. Sanctions appear to be much more useful if we focus on the threat level, and we can identify a number of factors associated with threat success.
