Targeted sanctions and the sanctions reform process

Abstract:
This brief entry sketches the emergence and continued reform of targeted sanctions as initiated by United Nations practice and various Security Council resolutions since 1994. Particular attention is drawn to the three major reform processes of 1998–2003 that clarified and extended discrete types of targeted sanctions, most especially financial sanctions. For 30 years, the UN Security Council has struggled with protecting the due process rights of those targeted by sanctions, and various structural reforms lag far behind the case needs. In recent, and likely future years, disagreements as to the purpose and usage of such sanctions among the P5 Council members will make UN sanctions reforms less likely.
