Abstract:
In this chapter, we first study the dynamic/physical links between climate and biodiversity and the consequences of these links for public policy. Second, assigning monetary values to biodiversity would make it possible to better account for biodiversity in public policy. For instance, it is impossible to design an optimal tax system to preserve biodiversity without being able to put a value on it. We therefore suggest that climate issues, which have largely been considered from an economic point of view, could serve as inspiration for progress in the field of biodiversity. We propose a cost-effective approach to biodiversity valuation, similar to that using carbon budgets for carbon valuation, that is illustrated in a very simple model that includes both biodiversity and climate issues.
