Urban solutions for tackling climate change with transport, environmental and economic tools: outline from Czechia and France

Abstract: Urban mobility represents one of the main challenges to the quality of urban life and climate neutrality of cities. Various policy, legal and planning instruments are implemented to support sustainable mobility. This chapter focuses on Czech and French examples - how policies, legislation and specific taxation tools support urban transport planning and its contribution to the climate targets. It investigates the settings of French and Czech main strategic plans at the local level - so-called Plans de Déplacements Urbains/Sustainable Urban Mobility Plans - and national planning instruments. Even if there is harmonisation at the EU level, specific national tools are approved for sustainable transport planning. Analysing frameworks in both countries and their relationships, we discover ways in which these policies may perhaps be better targeted to the climate change agenda, and provide policy implications.
