Abstract: In a perfect financial world, every viable project should find adequate financing. If that were the case, there would be no need for a policy on the matter. Therefore, a necessary precondition for any policy is determining if, and exactly where, the market fails. Of course, it is not because the market fails that the government does better. Therefore, permanent evaluation of policies is needed to fine-tune the best policy in terms of value for public money. This chapter describes the different policies and their impact, and assesses how to evaluate them. This chapter is particularly relevant for policymakers and financial players.
