Chapter 4 in Creating Scientific Knowledge, 2026, pp 56-66 from Edward Elgar Publishing
Abstract:
Chapter 4 relies on data from the U.S. National Research Council's (NRC) Small Business Innovation Research (SBIR) database. The legislative history of the SBIR program and the development of the NRC SBIR database are briefly reviewed. The view of external knowledge innovation is broad; it is conceptualized as an activity, an external agreement, or as embodied information. While broad, this implied linkage between external knowledge innovation crosses disciplinary boundaries about the nature of the term innovation, as has been discussed in detail in previous chapters in terms of networks.
