Tourism policy development in Southern Italy: evolution, turning points, and impacts

Abstract:
This chapter examines the evolution of tourism policies in Italy's southern regions, drawing from Martinelli's chronological study (2022). It focuses on two key phases: the Extraordinary Intervention years (1950–1992) and the European Structural Funds programming cycles (1989–2020), culminating in the Strategic Tourism Development Plan 2017–2021. During the extraordinary intervention, tourism emerged as a sector for addressing regional disparities through investments in land management, human capital, and development. The chapter critically analyses the subsequent European Cohesion Policy programmes, exploring their capacity to foster integrated tourism strategies amidst increasing regionalization of development policies (2000–2020). Key tensions, such as centralized coordination versus local delegation and integrated planning versus isolated interventions, are explored in relation to governance and planning capabilities at different levels. The chapter also contrasts the coherence of early territorial planning with the later phase's tendency to reinforce existing trends, offering insights into the diverse impacts of tourism policy orientations and their implications for Italy's overlooked heritage and landscapes.
