European Union territorial strategies for sustainable island development in Croatia

Abstract: It took more than thirty years to introduce territorial strategies as European Union (EU) cohesion policy tools. Member states design territorial strategies for development funding of specific territories, such as urban, island, or mountainous areas. In this chapter, the integration of EU cohesion policy and national development policies will be analysed in the case of Croatian sustainable island development policy. There is, however, a concern raised by Martinelli, Moulaert, and Novy (2013) that the neoliberal turn might lead to reductionist policies resulting in increased social and spatial inequalities. The theoretical framework for this chapter builds on Martinelli's (2020) local development governance paradigm in the context of EU cohesion policy, the spatial development policy typology presented by Martin, Martinelli, and Clifton (2022), and climate change considerations through environmental risk and disaster management policy on islands (Delladetsimas et al. 2006). The analysis shows that innovative tools such as territorial strategies can be reductionist due to prioritization, limited resources, and capacities that are rarely locally available. The wider policy context highlights the importance of the intermediary role of national institutions and coordinative role of regional-level institutions for sustainable development of island territories.
