Embedded planning and planners: rethinking the role of planning and planners in an era of undefined becoming
Louis Albrechts
Chapter 14 in The Value of Place, 2025, pp 209-225 from Edward Elgar Publishing
Abstract:
This chapter reflects on the role of planners in an era of undefined becoming and on the impact embedded planning and planners might have on planning practice. It advocates for a paradigm shift towards embracing uncertainty, fostering resilience, and promoting and sustaining more adaptive, just, and co-productive approaches. This implies embracing the fluidity of the context within which planning and planners operate (instead of simply relying on rigid plans) and developing adaptive strategies, approaches, and instruments that can respond to evolving contexts. This requires a keen understanding of emerging trends, technologies, and socio-economic dynamics and involves an additional type of planning/planner alongside activist planners (focusing on specific issues – climate, housing, mobility, poverty) and the more bureaucratic planners (operating within established governmental or organizational frameworks).
