The EU between neoliberal and reformist green finance: a regulationist and global perspective

Abstract:
The climate crisis offers the EU an entry point to address the broader polycrisis, with the European Green Deal as a key strategy. Mobilising green finance is central to this effort, relying on state intervention and support for green modernisation. This chapter distinguishes between neoliberal, reformist, and progressive-transformative green finance to assess EU strategies in green finance and monetary policy. From a broader regulationist perspective, it examines their implications for European growth models and the Global South. While EU green finance is not purely neoliberal and includes some reformist elements, its international approach remains largely neoliberal. This perpetuates uneven global development and unequal ecological exchange, contrasting with development-focused proposals from institutions like UNCTAD. Consequently, EU green finance strategies reinforce existing economic inequalities, with significant consequences for the global periphery.
