Different approaches to AI regulation

Chapter 10 in Understanding the Politics of Artificial Intelligence, 2025, pp 122-136 from Edward Elgar Publishing
Abstract:
Regulating AI is a complex challenge for policymakers. Policies for governing AI are potentially multifaceted and can combine in different ways, such that the overall approach towards AI regulation can take different forms. Looking at the European Union (EU), the United Kingdom (UK), the United States (US), and China, this chapter describes four central models of AI regulation. It highlights the key characteristics of these models and points to major differences and commonalities. The description also notes which important motives and considerations have shaped AI policies and how much politics and contestation surrounded efforts to regulate AI in the four examined jurisdictions. The chapter furthermore explains how the various approaches towards AI regulation are embedded within broader regulatory models that exist in the described jurisdictions.
