Abstract:
The chapter “Article 2: Right to life” deals with the right to life. It includes an overview of the obligation to refrain from any action that seeks to deprive an individual of his right to life as well as the positive obligation to protect life, such as protection against life-threatening injuries, including by non-State actors. The chapter equally discusses the procedural obligation to carry out an effective investigation in case of alleged breaches of the substantive guarantees.
