Is green procurement a catalyst for green retrofitting in the construction industry? Evidence from Sri Lanka

Abstract: The existing building stock in most countries has significant sustainability impacts, among which are high energy consumption and carbon emissions, posing challenges to sustainability targets in the built environment. Recent research highlights green retrofitting and green procurement as potential solutions. However, their intersection, especially in developing economies, remains under-explored. This chapter addresses this gap by analysing relevant literature to assess the potential of green procurement practices in promoting green retrofitting in developing economies, using Sri Lanka as a case example. The study considered green procurement practices such as government policies, financial incentives, and collaborative efforts that facilitate green retrofitting. Key barriers and recommended strategies were examined, considering how they enable policymakers, construction companies, and other project stakeholders to overcome these challenges. Five major areas for promoting green retrofitting through sustainable procurement practices are highlighted, and an integrated framework for implementation to maximise sustainable outcomes is proposed.
