Analysis of non-public financing in international construction

Hongbin Jiang

Chapter 28 in Research Companion to Advances in the Construction Industry in the Global South, 2026, pp 672-700 from Edward Elgar Publishing

Abstract: The recent global economic and geopolitical instability has introduced significant uncertainty in the market. The international construction industry faces challenges, primarily rooted in infrastructure financing. While conventional public funding remains crucial, non-public financing is increasingly important for industry resilience. Analysing infrastructure financing provides a foundation for understanding global market dynamics and future trends in international construction. This is particularly relevant for developing countries, where infrastructure is critical for economic and social advancement. This chapter utilises data from IJGlobal and Engineering News-Record (ENR) to analyse non-public financing in the international construction industry over the past two decades. It assesses various financing mechanisms in international infrastructure finance and explores the application of non-public financing modalities across different regions and sectors, thereby identifying major trends. The chapter concludes with policy implications for, and insights on, international infrastructure investors, policymakers, and construction companies for their strategic decision-making in the complex international construction environment.
