Comprehensive Onshoring for a Resilient Economy

Abstract:
Despite their popularity among policymakers, capacity interventions to reshore manufacturing of critical goods in the name of supply chain resilience have been less effective than expected. This is because these capacity interventions are not comprehensive. Usually focusing on one type of capacity intervention, like subsidies, they fail to deploy the full range of capacity interventions to achieve the resilience goal. This chapter proposes a new authority for resilience reshoring known as the Comprehensive Onshoring for a Resilient Economy (CORE). The CORE combines import restrictions, subsidies, and regulatory reform to create the most favorable environment for increasing the industrial capacity of critical goods.
