Abstract: The chapter presents the evolution of the status of cities within the international legal and political order. To comprehensively address the topic, the chapter delves into the subjectivity of cities and the various modes of their engagement in the creation of international law and the shaping of the global order. Special emphasis is placed on the phenomenon of bypassing states, considering its widespread usage and the extensive array of opportunities and threats it entails. Additionally, the chapter explores the realms of international activity undertaken by cities, both in terms of subject matter and territoriality, acknowledging the complexity of the issues and the distinct roles of various actors. A dedicated section scrutinizes the status of cities in the context of future challenges, encompassing both the nature of contemporary urban problems and the complexities of urban governance, as well as the structure of multi-level governance.
