Rights, racism and poverty: failures of the global commitment to leave no one behind

Abstract: The correlation between racial discrimination and poverty is undeniable, revealing itself in all facets of life; be it access to adequate food, clean water, employment, quality education, housing, etc. This chapter assesses the evidence and elements of longstanding racial discrimination faced by African descendants in the American Hemisphere and highlights how the disproportionate rate at which they suffer from poverty is a manifestation of the racism institutionalized in the structures of the larger society. Through extensive analysis of the Concluding Recommendations of the UN Committee on the Elimination of Racial Discrimination (CERD), the chapter outlines the challenges faced by and the role CERD plays in addressing the specific impact of poverty on racial minorities in the American Hemisphere and the potential for the Sustainable Development Goals to address these challenges. It further acknowledges the need for continuing research into ways in which states and various institutions can address these concerns.
