Climate change, human rights and poverty: intersections and challenges

Sumudu Atapattu

Chapter 28 in Research Handbook on Human Rights and Poverty, 2026, pp 480-499 from Edward Elgar Publishing

Abstract: Adverse consequences associated with climate change have a disproportionate impact on the lives of the poor and marginalized. This chapter examines the link between climate change, human rights and poverty, and how poverty will be exacerbated by the adverse impacts of climate change. It examines the link between climate change and human rights, and the impact of climate change on the enjoyment of rights. It identifies the groups that are particularly vulnerable, including those who are living in poverty. It examines the frameworks of intersectionality, dignity, and justice. A few examples from around the world are included that highlight how climate change will undermine both the enjoyment of rights and the efforts to eradicate poverty. It concludes with reflections on the intersections among climate change, human rights and poverty, and how a human rights approach can lead to better results in relation to both climate change and poverty eradication.
