A chapter in EU, Egypt and Democracy Promotion, 2025, pp 1-21 from Edward Elgar Publishing
Abstract:
This book investigates the role of the European Union (EU) in promoting democracy and human rights in post-Mubarak's Egypt, with a focus on the Civil Society Facility (CSF) instrument as its primary case study. In addition to evaluating the EU's strategies, policies, initiatives, and instruments, the book assesses EU-funded projects under the 2011–13 CSF in terms of structure, funding levels, complementarity, areas of focus of the funded projects, and their implementation. The book sheds light on how the effectiveness of the EU's CSF-funded projects is impacted by the interplay between the EU and Egypt's institutional dynamics and the local socio-political environment in Egypt. This book provides critical insights for academics and policy-makers on the effectiveness of external support to democracy, highlighting that certain conditions must be present for democratisation efforts to bear fruit.
