Chapter 8 in EU, Egypt and Democracy Promotion, 2025, pp 139-158 from Edward Elgar Publishing

Abstract: This chapter provides a comprehensive assessment of six EU-funded projects in Egypt under the Civil Society Facility and the European Instrument for Democracy and Human Rights using the OECD Development Assistance Committee evaluation criteria: relevance, effectiveness, efficiency, impact, and sustainability. The analysis highlights that, while some projects achieved partial success in addressing immediate objectives, none attained the overarching goals or sustained a significant societal impact. Common challenges included limited NGO capacities, restrictive Egyptian laws, political instability, and EU procedural inefficiencies. The chapter underscores the importance of long-term funding, capacity building, and contextual adaptation in advancing democratic reforms and human rights initiatives in restrictive environments like Egypt. It concludes with recommendations for enhancing the efficacy of external development support, emphasising improved coordination, follow-up, and alignment with local socio-political dynamics.
