Abstract:
This chapter defines evaluation capacity development (ECD) in the Indian context, the different stakeholders’ varying needs, priorities, and capacities, and the adequacy of current ECD efforts. Our assessment suggests that although many ECD initiatives are underway, they are inconsistent and do not share a common understanding of what ECD should encompass. To strengthen and institutionalize the evaluation ecosystem in India, we need to expand our approach to evaluation capacity development beyond training and workshops and undertake systematic efforts based on broad consensus. In this context, the chapter will document and reflect on the challenges and opportunities within the current ECD ecosystem in India, drawing from a series of consultations conducted in 2023–24 among critical stakeholders. This chapter concludes that ECD initiatives in India are set to enhance the professionalization and institutionalization of evaluation in Idea. Moreover, evidence-based decision-making is vital and improves evaluation capacity development in India by promoting efficient resource allocation and evaluating all programs and policies to enhance people's livelihood.
