Abstract:
This chapter reviews the current evaluation capacities in four North African Countries: Algeria, Morocco, Tunisia, and Egypt. It assesses their enabling environment and demonstrates their evaluation capacity. The author has carried out this work within the framework of the efforts exerted under the Global Evaluation Initiative (GEI) launched by the World Bank and was supported by some Regional Development Institutions, including the Islamic Development Bank for the MENA Region. Considering the review's findings, this chapter attempts to map the institutions and bodies supporting evaluation capacity development (ECD) in the four countries, including government institutions, civil society, donors, and training providers, particularly on the supply side. On the demand side, most of the evaluation projects were procured through development organizations supported by international funding agencies. In conclusion, this chapter asserts that governments should play a critical role in boosting the demand for evaluation.
