Abstract:
Evaluation in the context of humanitarian and development in Pakistan faces significant challenges that impact policy and program outcomes and perceptions of key stakeholders. This chapter examines obstacles to practical evaluation in the country. It offers insights for enhancing evaluation capacity development (ECD) efforts among the government, local, national, and international NGOs, and the bilateral and multilateral aid agencies, including the UN and the international development banks. Key evaluation-related challenges include restricted access due to security concerns, cultural barriers, and bureaucratic hurdles. Despite these obstacles, evaluation professionals aim to employ innovative methods like participatory and adaptive data collection, focusing on gender dynamics and ethical considerations for inclusivity and safety. The chapter underscores the importance of comprehensive planning, stakeholder engagement, robust evaluation networks, and forum participation. It advocates for a collaborative effort among government bodies, NGOs, and international organizations to enhance evaluation impact, supporting sustainable development and improving the efficacy of policies and programs across Pakistan.
