Policy evaluation in local governments: the case of Mexican municipalities

Abstract:
Evaluation in Mexico has evolved over the last half-century. It has been consolidated to a greater extent at the federal level but without becoming a primary or even institutionalized function at the municipal level. As a country with many social and economic deficiencies, using public resources to operate public programs and policies requires effective accountability and government action. In this sense, it becomes necessary for all municipalities in Mexico to advance in implementing the performance evaluation system. Institutional capacities, including local public administration profiles and functional structures, are fundamental for evaluation. This chapter examines the patterns in the institutionalization of performance evaluation as an essential function of local governments in Mexico. This is done from a comparative perspective, distinguishing by type of municipality and types of instruments used to evaluate at the local level.
