Abstract:
Abstract This chapter examines the role of Mexico's Annual Evaluation Plan (PAE) in promoting the institutionalization of evaluation within the country's governmental framework. It explores the evolution of Mexico's evaluation system, driven by legislative changes and democratic transformations, and highlights the contributions and challenges of the PAE in fostering a culture of evaluation. This chapter includes an overview of the PAE's evolution regarding the number and types of evaluations mandated. Additionally, it attempts to align the evaluation horizon with the frequency of evaluations. The PAE is tracking 17 priority programs during the 2018–2024 administration and the methodological adjustments in design evaluations that respond to the new social policy paradigm. Moreover, this chapter will discuss the future of evaluation in Mexico, emphasizing the need for high-quality, context-specific evaluations, enhanced compliance tracking, and new methodologies. It recommends embedding evaluation practices with social policy to enhance the utilization of evaluation information, ensuring the sustainability of the evaluation system in Mexico.
