Abstract:
The government of Bhutan recognizes the value of evaluation and began strengthening its evaluation system in 2006. One of the roles of the erstwhile Gross National Happiness Commission was instituting an effective policy evaluation system, which has now been transferred to the Strategic Evaluation Division under the Office of Cabinet Affairs and Strategic Coordination. The Evaluation Association of Bhutan functions as the National Voluntary Organization for Professional Evaluation and works closely with government agencies to promote evaluation culture, professionalize evaluation, and develop the capacity of evaluators. There is a need to create awareness of evaluation and work on professionalizing evaluation to build a robust evaluation ecosystem. This chapter aims to contribute to the creation of a knowledge base through understanding the evolution of evaluation in Bhutan, its status, and the future pathways. This knowledge base is crucial to building a robust evaluation ecosystem in the country and the global south.
