Accountability in governance through transformational evaluation and institutionalization readiness: a case of Sri Lanka's evaluation policy

Abstract:
This chapter expands on the concept of transformation institutionalization, emphasizing the concept of rising institutionalization in the Global South. Two critical factors of institutionalization are accountability and the right to information. Accountability is a crucial fundamental right of evaluation, and the “right to information” (RTI) is a fundamental right of the citizen regarding the performance of the government revenue, how well it has been invested in citizens’ well-being at all levels, etc. There has been an affiliated desire to analyze initiatives using a transformation lens in response to the rising emphasis on transformation changes and the systemic interdependencies inherent in the donor's club and United Nations Sustainable Development Group. This chapter explores vital stakeholders’ political, social, and economic problems due to institutionalizing an evaluation (IAE) culture in public administration and reasonable governance procedures; second, governance and governments in the Global South versus institutionalization of evaluation, complications in complexity; and third, the incorporation of RTI into IAE. Finally, the last section provides comprehensive and actionable recommendations and conclusions.
