A social, humanizing, inclusive, and transformative vision of the institutionalization of evaluation in the Global South

Abstract: Evaluation of development policies, programs, and projects is a task that requires establishing processes, mechanisms, and structures within public institutions to carry out periodic and systematic evaluations of social interventions implemented in a state of law. This implies the strengthening of capacities, competencies, and knowledge about evaluation through its professionalization, the creation of rigorous methodologies, and the use of theoretical approaches consistent with the purpose of the evaluation. This chapter analyzes the institutionalization of evaluation through a humanized, inclusive, and transformative lens. Moreover, it explores the future of evaluation by elaborating on the achievements of countries in the Global South that met sustainable development goals (SDGs) in their 2030 agenda through proactive measures and transformative action. For example, one prominent SDG-focused goal in academia uses theoretical approaches, tools such as metrics, information data systems, and technical use of technology. This chapter recommends using evaluations to promote different groups of people globally to target different inequalities.
