Promoting evaluation for effective development planning in Sudan

Abstract: Abstract Effective and efficient development planning, based on evidence, requires a constant flow of information from all levels of government: local, state, and federal. This chapter proposes a monitoring and evaluation framework for a multi-tier national development planning (NDP) system. Collecting, processing, analyzing, and reporting such information entails integrating monitoring and evaluation systems into the budgeted policy framework and strategic plan. The envisaged monitoring and evaluation framework's guiding principles would be identifying and establishing baseline data for all economic and social indicators, periodically tracking progress on these indicators, adapting result-based decision-making, and measuring the progress made on these indicators. The indicators should be developed and agreed upon at the state and federal levels. The operationalization of the monitoring and evaluation framework for the NDP should be based on the logical approach of inputs, processes, output, outcomes, and impact indicators. The collected data on each indicator at the locality and state levels should be analyzed, summarized, and reported to the Federal Evaluation Unit at the central level.
