Policy evaluation in China: history, practice, and future prospects

Abstract: The chapter analyzes China's development history, institutional structure, social communication acceptance, and evaluation professionalization. The development of policy evaluation in China is closely related to improving national governance capacity and the scientific level of government decision-making. Since the early 1980s, China has gradually introduced and studied international post-evaluation theories and methods. Since the 21st century, policy evaluation has been gradually institutionalized. This chapter discusses China's legal and policy framework for evaluation, its governance, culture of evaluation, and professionalization, showing the overall progress in policy evaluation in China. These advances have made evaluation an indispensable part of China's policymaking process, providing critical support for China's social development and economic growth. In conclusion, policymakers believe China must align its policy evaluation practices with the Sustainable Development Goals (SDGs) to strengthen local governments and civil society organizations’ engagement in programs and policies.
