Abstract:
This chapter examines the state of the institutionalization of policy evaluation in South Africa. A comprehensive exercise documenting the trajectory that ensued in developing policy evaluation in the public sector in South Africa is attempted, considering key environmental elements, i.e., political, social, and economic environments. Next, the chapter presents the legislative framework underpinning evaluation in South Africa. Third, the chapter looks into the existing culture and current perceptions that underpin evaluation in the public sector and explores opportunities to deepen that culture through a more society-driven process that adds value and is result-based. Last, the chapter delves into issues related to the professionalization of evaluation, including its mainstreaming and sustainability, and leverages varied capacities within and outside government to give full effect to the benefits that can accrue from institutionalized evaluation processes. A key issue regarding the future directions of evaluation included an adapted evaluation embracive of indigenously responsive elements, especially in rural Indigenous communities.
