Public policy evaluation in Bolivia

Abstract:
This research came about from the results of a binational meeting held between the Voluntary Organization for Professional Evaluation (VOPEs) of Bolivia and Argentina on the institutionalization of evaluation in both countries. This chapter covers methodological aspects used by both governments for the professionalization of evaluation, its use, and future challenges to articulate synergies and knowledge to change the focus of evaluation. In this way, joint work agendas were carried out with expected results towards a transformative, inclusive evaluation, highlighting the role of evaluating plans, programs, and projects at the public and private levels. It also highlights the recovery of knowledge from other actors in evaluation processes with a Living Well approach. It generates spaces for reflection, such as talks, courses, panels, or others in coordination with civil society. Finally, evaluations can be decentralized, and a more significant budget can be assigned to decision-makers in transformative evaluation and accountability processes.
