Gender budgeting as an effective policy and advocacy tool

Abstract: Since the Beijing Declaration and Platform for Action in 1995, gender budgeting has developed into an institutional practice of public finance management implemented worldwide. Usually defined as introducing a gender perspective in all phases of the budget process and restructuring revenues and expenditures, gender budgeting is an essential tool for effective gender mainstreaming. From international organisations and transnational financial institutions, interest in gender budgeting is constantly growing among governments and civil society actors. This chapter aims to showcase how governments and international and local non-governmental actors can use gender budgeting as a tool for economic and political planning, linking budget processes to policy priorities and increasing transparency in revenues and expenditures and their impact on gender power relations. Using case studies across the globe, this chapter showcases how apparently gender-neutral policies can become effective advocacy tools for gender equality agenda-setting and intersectional policy interventions.
