UN Women's mandate to coordinate gender mainstreaming in the UN system

Abstract: Established in 2010, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) holds a unique and politically sensitive mandate to coordinate gender mainstreaming throughout the UN system. This chapter considers the extent to which this agency has succeeded in fulfilling this mandate by reviewing its achievements to date and ongoing challenges. A case study of the UN System-wide Action Plan on Gender Equality and the Empowerment of Women exemplifies best practice, particularly in terms of the participatory and consultative approach to the design of its overarching framework, as well as more common challenges in measuring progress and internal cultural change. The chapter concludes that UN Women has been able to leverage its technical expertise and feminist network-building strengths to ensure gender equality is the concern of a wide range of staff across the UN system.
