Gender mainstreaming in federalized Spain: developments and potential setbacks in the post-Beijing era

Abstract:
Quasi-federal Spain features one of the most developed equality frameworks in the European Union. Territorial dynamics have been a key driving force for the progressive expansion of policies and institutions at the state and regional levels, providing fertile ground for feminist campaigning. Yet, anti-feminist forces also practice venue shopping and have pushed for noticeable setbacks. Our contribution applies a multilevel perspective to take stock of three decades of implementing gender mainstreaming in Spain. First, we map major developments related to adopting this strategy and its main tools in the central government and in the 17 regions. Then, we take a closer look at the changing political landscape and policy influence from the radical right in eight regions. This chapter reveals that even though the Spanish ‘State of Autonomies’ favours the expansion of gender mainstreaming, it also faces strong challenges as anti-feminist actors take advantage of a multilevel institutional setting.
